Joint Management Model
Summary:
In 1974, the first JDA agreement outside the Persian Gulf was executed between Japan and South Korea for an area in the East China Sea. The 80,000 km2 joint development zone, still nominally active today, covers their overlapping maritime claims in the East China Sea. China protested its formation, which delayed Japanese ratification of the JDA agreement until 1977. Seven non-commercial exploration dry wells have been drilled in the JDA with no hydrocarbon resources identified.

For Northern Portion: If any single geologic structure or field of mineral deposit beneath the seabed extends across the boundary lineā¦.the Parties shall seek to reach agreement on the manner in which such structure or field shall be effectively exploited.

For Southern Portion: Concessionaires of both Parties shall be respectively entitled to an equal share of natural resources extracted in the Joint Development Zone. Expenses reasonably attributable to exploration and exploitation of such natural resources shall be shared in equal proportions between concessionaires of both Parties.

Governance:
The Joint Development Zone may be divided into subzones, each of which shall be explored and exploited by concessionaires of both Parties.
Each Party shall authorize one or more concessionaires with respect to each subzone within three months after the date of entry into force of this Agreement.
Concessionaires of both Parties shall enter into an operating agreement to carry out jointly exploration and exploitation of natural resources in the Joint Development Zone.
